About

Hloriso Mohale

Technology architect, software developer and author — founder of Eppetech Software Solutions and the Digital Sovereignty Institute.

Profile

Hloriso Mohale is a South African technology architect who designs and builds software systems, and writes about the choices that shape them. His work runs from the practical — application architecture, cross-platform development, enterprise integration — to the structural questions underneath: who owns the infrastructure, who controls the data, and who has the skills to build the alternative.

As an engineer he works primarily in Microsoft .NET and C#. Much of his practice centres on .NET MAUI and Blazor Hybrid, where a single codebase serves the web, mobile and desktop, and on the architectural discipline that keeps such codebases maintainable as they grow: clear contracts between shared and platform-specific code, deliberate state management, and testing that reflects how software is actually used. Increasingly, his attention has turned to AI-native architecture — designing systems in which models are components with defined boundaries, data flows and oversight, rather than features added at the end.

He founded Eppetech Software Solutions, a South African company that builds business software, including an inventory and order management system for small and medium businesses, supplies point-of-sale hardware, and develops custom web, mobile and desktop applications and integrations.

His book, Cross-Platform Powerhouse: Building Web, Mobile, and Desktop Apps with .NET MAUI Hybrid Blazor, is published by CRC Press, part of Taylor & Francis, in the AfricaTECH Book Series. It is written for professional developers, architects and students who want to build for Windows, macOS, the web, Android and iOS from one shared codebase.

Alongside his engineering work, he founded the Digital Sovereignty Institute, a South African policy research institute concerned with digital governance, AI policy and ethics, cybersecurity governance and data protection across South Africa and the wider Global South. His writing on the subject — on data ownership, on POPIA in the age of AI, and on why Africa needs strategic control of its own technology stack — argues that sovereignty is ultimately a matter of capability: of engineers, institutions and infrastructure able to build and maintain alternatives.

At Africa Tech Festival 2026 in Cape Town he delivers a masterclass, Re-Architecting Software to be AI-Native, and joins a panel on building, scaling and owning Africa’s AI future. He welcomes invitations to speak, teach and collaborate with conferences, universities, institutions and organisations in Africa and internationally.

Focus

Areas of work

Software architecture

Enterprise and business systems designed for change: clear boundaries, deliberate dependencies, and code a team can still reason about years later.

Cross-platform .NET

C#, .NET MAUI and Blazor Hybrid — one codebase for web, Android, iOS, Windows and macOS, adapted where each platform genuinely differs.

AI-native systems

Re-architecting software so AI capabilities are designed into its structure, with explicit boundaries, evaluation and human oversight.

Digital sovereignty

Digital governance, data protection and the infrastructure, skills and institutions Africa needs to own its digital future.
